WMATA’s Adjacent Construction Project Manual describes the policies and processes that govern construction activities adjacent to, beneath, on, or over existing WMATA property, facilities, and/or operating rights-of-way. WMATA defines joint development as a creative program through which property interests owned and/or controlled by WMATA are marketed to private entities with the objective of developing transit-oriented projects. Parties requesting to use WMATA property/real estate for construction and engineering related purposes must work with two different WMATA offices: Joint Development and Adjacent Construction (JDAC) and Station Area Planning and Asset Management (SAAM). The procedure for securing temporary or permanent access to WMATA-owned or-controlled properties is outlined in the WMATA Real Estate Permit Application. Please review the Boilerplate WMATA Real Estate Permit for insurance and legal requirements and prepare all required documents prior to submitting a Permit Application to JDAC and SAAM.

WMATA must review and approve construction projects adjacent to WMATA-owned or-controlled properties in order to ensure that Metro facilities, operations, and ridership are not negatively impacted in the short or long term.
