Synopsis

The Washington Metropolitan Transit Authority (WMATA) has received an unsolicited proposal from Cubic Transportation Systems, Inc. (Cubic) to advance and convert WMATA’s Automatic Fare Collection (AFC) infrastructure to a modernized State of Good Repair (SOGR). The unsolicited proposal includes options to upgrade existing or purchase new fare collection hardware and software. Given Cubic’s incumbent status and given the proprietary aspects of WMATA’s existing fare collection system, other vendors are not in a position to offer the same options that Cubic has. WMATA intends to negotiate and award a contract to Cubic based on this unsolicited proposal.

To be considered for this opportunity, Vendors with potentially competitive solutions should respond to Charmyne Reid at creid@wmata.com with an overview of the product and/or solution(s) no later than 3:00 PM (EST) on January 19, 2017. At that time, WMATA will evaluate whether to proceed to negotiations with its current vendor or to initiate a formal request for competitive proposals.
