Metro announces key appointments


Organizational changes include establishment of new Chief Administrative Officer

Organizational changes and key appointments, including a new Chief Administrative Officer, Chief Financial Officer and Director of Policy and Government Relations, were announced today by Metro.

As a part of an administrative reorganization that allows Metro to place a greater emphasis on improving regional mobility, Emeka C. Moneme has been appointed Chief Administrative Officer for the Washington Metropolitan Area Transit Authority (Metro) and will begin his new duties in early September.

Moneme served as a Metro executive from 2006 to 2007 when he was the Chief of Staff to the General Manager. More recently, he has been serving as the Director of the District Department of Transportation (DDOT), from January 2007 until now. In addition, he is a member of Metro’s Board of Directors representing the District of Columbia.

“This restructuring allows us to focus not only on rail and bus service for this region, but it allows us to focus on larger public transportation issues on the horizon and future planning of this region’s transportation needs,” said Metro General Manager John Catoe. “We are the region’s mobility managers and we are looking to expand the options that people have when it comes to their transportation needs.”

In his new role as Chief Administrative Officer, Moneme will oversee more of the daily administrative business of the 10,700-employee organization, overseeing the departments of workforce, information technology, safety and planning and joint development. He also brings expertise in multi-modal regional planning.

Metro also has appointed Carol Kissal as the new Chief Financial Officer. Kissal also comes to Metro from the District of Columbia’s Department of Transportation, where she is currently the Deputy Director. In addition, she has directed the accounting and budget activities for the District of Columbia’s public school system, which has a $1 billion operating budget and a $10 billion capital budget. She joins Metro on August 18.

In her role as CFO at Metro, Kissal will be responsible for the collection of revenues and other income, the disbursement of all payments, federal grants management, investment of Authority funds, financing and borrowing, purchasing all goods and services required by the Authority, and accounting for financial transactions, assets, liabilities, payables and receivables. The Finance Department also develops the Authority’s capital improvement and operating budgets and calculates and bills local jurisdictions for their contributions to the Authority.

Metro officials also announced today that Sarah A. Kline has been selected to serve as the Director for the Office of Policy and Government Relations. She comes to Metro from the U.S. Senate Committee on Banking, Housing and Urban Affairs, where she currently serves as Counsel to Committee Chair U.S. Senator Christopher Dodd. Kline has extensive expertise within the transit industry and is known on Capitol Hill for her expertise on transit policy and legislative strategy. She begins on September 2.
