Metro names Steven A. Feil Chief Operating Officer for Rail

At today’s Washington Metropolitan Area Transit Authority (Metro) Board Meeting, Metro CEO and General Manager Richard A. White announced the appointment of Steven A. Feil, as the new Chief Operating Officer for Rail Service. His appointment is effective today (June 17, 2004). Mr. Feil replaces Lemuel Proctor, who is retiring from Metro at the end of the month after 30 years of service. Prior to joining Metro, Mr. Feil served as Vice President and General Manager of Operations for the Hudson-Bergen light-rail system for Washington Group International in New Jersey, where he was responsible for rail operations and maintenance. Mr. Feil participated in the design, construction and commissioning of this new start-up light-rail system. Mr. Feil has over 20 years of experience in the rail transportation industry, including 10 years with Amtrak as a Track Supervisor, and ultimately, as Division Engineer. As Amtrak’s Division Engineer for the Northeast Corridor, Mr. Feil was responsible for track, signals, building and bridge maintenance and construction in the New York-New Jersey metropolitan area.. From 1985 to 1995, Mr. Feil worked for the New York City Transit Authority (NYCTA) in track maintenance and track rehabilitation. Mr. Feil has a bachelor’s degree from Lehman College and a master’s degree in transportation engineering from Brooklyn Polytechnic University.
