Charles Woodruff named Chief Financial Officer

H. Charles Woodruff will join the Washington Metropolitan Area Transit Authority (Metro) as Deputy General Manager of Finance/Chief Financial Officer beginning October 17, assuming responsibility for Metro’s $1 billion-plus annual operating budget.

As Metro’s Deputy General Manager of Finance/Chief Financial Officer, Woodruff will manage both the operating and capital budgets, and lead the accounting, financial management and treasury offices.

Woodruff brings more than 30 years of financial expertise to Metro, including financial management experience for the public school systems in Stafford and Fairfax counties in Virginia. Most recently, Woodruff served as assistant superintendent of the department of financial services and chief financial officer for the Stafford County Public Schools. In addition to managing all financial functions for the county school system, he was responsible for the county’s fleet of school buses, fire and sheriff’s vehicles.

Prior to working at Stafford, Woodruff was assistant superintendent of the department of financial services and chief financial officer for the Fairfax County Public Schools, which has a $2 billion budget and 30,000 employees. Woodruff also served on the board of directors of the Educational Employees’supplementary Retirement System of Fairfax County and was its treasurer from 2000-2003.

Woodruff holds a master’s degree from the George Washington University and bachelor’s degree from Bridgewater College.
