Metro is proposing changes to Brookland-CUA Station's transit facilities to enable future joint development and increase ridership. The proposed changes include reconfiguration of the bus loop, relocation of the Kiss & Ride lot to an on-street facility, and reduction of the 34 Kiss & Ride spaces to eight spaces.

Draft Staff Report

The comment period on the Draft Public Hearing Staff Report is your opportunity to make sure your comments were accurately characterized in the Staff Report and to send clarification if desired. Please provide any comments to WMATAHearingReport@wmata.com by 5 p.m. on Friday, February 23, 2024, to be reviewed by staff and included in the Final Staff Report. Brookland General Plan

Metro is proposing to modify the bus loop and Kiss & Ride and reduce total parking to eight spaces at Brookland-CUA Station that could support more than 400,000 square feet of mixed-use real estate development.

The proposed modifications would enable Metro and a future joint development partner the opportunity to provide more than 400 housing units in a mixed-use development, which could include retail. The proposed Kiss & Ride space reduction aligns with projected demand and the overall reconfiguration improves bicycle and pedestrian access to the station by reducing intersections with passing vehicles.

Proposed modifications to Brookland-CUA’s transit facilities also serve to advance Metro’s joint development program and Strategic Transformation Plan goals, including increasing ridership, generating fares and tax revenue that support Metro and local jurisdictions, while fostering sustainable, local, and regional growth.

Additionally, the proposed modifications follow recommendations from the District of Columbia’s Brookland CUA Metro Station Small Area Plan to reconfigure the station layout to enable transit-oriented development at the station. In 2019, the District set a goal to create 36,000 new housing units by 2025 and adopted an update to the Comprehensive Plan and Future Land Use Map in 2021 that increased the development potential for the site.

All public comments will be provided to Metro's Board of Directors for final review and inclusion into Metro's Mass Transit Plan.

If and when a joint developer is selected, the public can comment during the development review process. D.C. government is responsible for evaluating the mixed-use development's scope and impact on public facilities, including the evaluation of the development's green space, traffic impacts, stormwater design, housing affordability, and non-Metro parking.

Metro's Compact public hearing process only addresses changes to the station’s transit facility and does not address the eventual construction of the development.
