Proposed Changes at Twinbrook Station
Metro is proposing changes to Twinbrook Station's transit facilities to enable joint development, create a transit plaza, and increase ridership. The proposed changes include removal of the 164-space surface Park & Ride lot and relocation of the bus loop and Kiss and Ride facilities on the west side of the site to allow for future development.

Staff Report
Following the hearing, Metro staff will create a draft Compact Public Hearing Staff Report on the proposed changes to the Twinbrook Station transit facilities that incorporates the comments received during the public comment period. This report will be available for review and comment at a later date before it is presented to the Metro Board of Directors.
Metro is proposing to relocate the bus loop, three (3) bus bays, Kiss & Ride facilities, and remove the surface Park & Ride lot at the transit facilities on the west side of the Twinbrook Station. This reconfiguration will create space for residential/commercial development, better connect the Station into the fabric of the surrounding community, offer an improved customer experience at the station entrance, and create open space amenities.
Metro's vision for the Project Site, which includes a transit plaza and development potential, is compatible with the City of Rockville's Zoning Ordinance and Rockville 2040 Comprehensive Plan that promote higher density and mix of uses near transit stations. Metro anticipates this area will continue to grow with more mixed-use developments underway.

Following the public comment period, all public comments will be provided to Metro's Board of Directors for final review and inclusion into Metro's Mass Transit Plan.
If the project moves forward and a joint developer is selected, the public can also comment during the development review process. The City of Rockville government will be responsible for evaluating the mixed-use development's scope and impact on public facilities, including the evaluation of the development's green space, traffic impacts, stormwater design, housing affordability, and any non-Metro parking.
Metro's Compact public hearing process only addresses changes to the existing transit facilities at Twinbrook Station and does not speak to the eventual construction of the development.
